Sec. 1.
Short title.
This Act may be cited as the
Local Government Officer Compensation Act.

Sec. 2.
Time of fixing compensation.
Notwithstanding any other law to
the contrary, the compensation of elected officers of school districts and
units of local government, including home rule units, which compensation is to
be fixed by that school district or unit of local government, shall be fixed at
least 180 days before the beginning of the terms of the officers whose
compensation is to be fixed.

Sec. 3.
Preemption.
A home rule
unit may not fix the compensation of elected officers of that unit of local
government in a manner inconsistent with this Act. This Act is a limitation
under subsection (i) of Section 6 of Article VII of the Illinois Constitution
on the concurrent exercise by home rule units of powers and functions exercised
by the State.

Sec. 4.
Severability.
The provisions and application of this Act are
severable as provided in Section 1.31 of the Statute on Statutes.
