1. The people shall exercise their supreme power through citizens who have the right to vote by:

- electing the Parliament;
- participating in referendum.
1. The right to vote shall belong to every Estonian citizen who has attained the age of eighteen.
2. An Estonian citizen who has been declared mentally incompetent by a court of law shall not have the right to vote.Article 58: Inability to Vote
The participation in elections of Estonian citizens who have been convicted by a court of law and who are serving a sentence in a place of detention may be restricted by law.
