Entry Requirements For Foreigners Visiting Singapore Singapore

All visitors to Singapore must meet the following entry requirements:
  1. Valid travel document (minimum validity = 6 months);
  2. Onward/return ticket;
  3. Entry facilities to next destination;
  4. Sufficient funds to stay in Singapore and
  5. Visa for Singapore (if applicable)
VISA REQUIREMENTS
 
Foreigners holding travel documents issued by the following countries will require a visa to enter Singapore:
  1. Afghanistan
  2. Algeria
  3. Bangladesh (Except Diplomatic/Official passport holders)
  4. commonwealth of Independent States (Except Diplomatic/Official/Service passport holders for a stay of up to 30 days)

In addition, visitors holding Hong Kong Document of Identity, Macao Special Administrative Region (MSAR) Travel Permit, Palestinian Authority Passport, Refugee Travel Document issued by the Middle-East countries and Temporary Passport issued by United Arab Emirates will also require a visa to enter Singapore.
 
VISITORS IN TRANSIT
 
Some visitors may transit in Singapore without a visa provided:-
  1. they hold a valid passport with at least six months validity;
  2. have firm booking and entry facilities to their next destination, and;
  3. continue their journey within the permitted transit hours of arrival to any destination outside Singapore.
EXTENSION OF STAY
You can apply at the Visitor Services Centre, 4th Storey, ICA Building, if you wish to extend your stay in Singapore.
 
Each application is considered on its own merits.
 
Please make sure that you do not overstay in Singapore if your
application for extension of stay is not approved.
 
LOSS OF FOREIGNER'S PASSPORT 
  1. You need to obtain a copy of the police report and contact the Embassy or High Commission of your country. You must then report to Visitor Services Centre, 4th Storey, ICA Building to obtain a Special Pass.
  2. You can dial telephone number: 100 to obtain the telephone number of your Embassy or High Commission.
DELIVERING A CHILD
  1. Pregnant women who wish to deliver their child in Singapore must apply for permission through a local sponsor, before their arrival.
  2. The local sponsor should produce the required documents upon application.
  3. The local sponsor will have to furnish a security deposit upon approval

GUIDELINES TO PROFESSIONAL VISIT PASS SCHEME

Foreigners need a Professional Visit Pass (PVP) to undertake short-term professional assignments in Singapore.
 
As part of Singapore's effort to be a centre for business and culture, only the following groups of foreigners entering Singapore for short-term assignments require a PVP:
  1. Foreigner who is a speaker, organiser, workshop leader/moderator at conferences, seminars, workshops or gathering of a racial, communal, religious, cause-related (e.g. human rights) and political nature;
  2. Foreign religious worker coming to Singapore to give religious or other religious-related talks;
  3. Foreign journalist, reporter or an accompanying crew member not supported/sponsored by any Singapore Government agency to cover an event or write a story in Singapore;
  4. Foreign artiste performing at night-clubs, lounges, pubs and other similar entertainment outlets in Singapore.
    1. The categories of foreign professionals for whom the PVP requirement is waived are attached at Appendix 1.
    2. These foreigners are allowed to carry out their assignments/activities within the validity period of the Social Visit Passes granted at the points of entry upon their arrival in Singapore.
    3. However, the waiver of PVP requirement does not exempt them from seeking the approval of the appropriate authorities concerned.
    4. For example, a foreign artist will still have to apply to the Police for a Public Entertainment Licence to exhibit his work here.
    5. If these foreigners need a longer stay here and the total period (including the Social Visit Passes given upon their arrival) is up to 3 months, they may apply for an extension of stay at:

    1. Foreign professionals (as listed at Appendix 1) who require more than 3 months' stay will have to apply for a work pass from the Employment Pass Department of the Ministry of Manpower.
    2. A local sponsor must be a Singapore-registered organisation. In the case of performing artiste working in nightclubs, lounges, pubs or other similar entertainment outlets, the application must be sponsored by the employer.
    3. Foreigners who are uncertain if they need to apply for PVPs should call our Customer Service Officers at Tel: 6391 6100. Enquiries may also be faxed to 6298 0843/6298 0837.
APPENDIX 1
 
Foreigners who are exempted from Professional Visit Pass requirement:
  1. Foreign artistes such as those in cultural troupes and performances.
  2. Camera crew, film directors, actors, actresses, foreign models and photographers on location shooting.
  3. Foreigners who are speakers, organisers, workshop leaders/moderators at conferences, seminars, workshops or gatherings that are not of racial, communal, religious, cause-related or political nature.
  4. Professional artists who wish to exhibit their works.
  5. Foreign cultural missions.
  6. Foreign sportsmen who are engaged by local sports clubhouses or who are here for sports competition/events.
  7. Foreign exhibitors in exhibitions or trade fairs.
  8. Foreign journalists, reporters or accompanying crew members who are supported/sponsored by Singapore Government agencies to cover an event or write a story in Singapore.
FEES
 
The fee for a Professional Visit Pass is S$50 per issue for a period less than 3 months and S$100 per issue for a 3-month period. An additional fee of S$20 is applicable if visa is required.
 
SECURITY DEPOSIT
  1. For foreign artistes performing in nightclubs, lounges and pubs, the local sponsor is required to furnish the artiste's security bond and security deposit of S$3,000 per artiste in the form of Cashier's Order once the application is successful.
  2. The security deposit will be refunded after the artiste's departure from Singapore is confirmed and if there is no breach of any of the conditions stated in the security bond executed by the local sponsor. Generally, it takes about 4 weeks to process the refund.
PROCESSING TIME
 
The processing time is about 2 weeks upon receipt of the completed application forms provided no further verification is required.
 
However, some cases may take a longer time to processYour local sponsor will be notified by post. You may call Tel: 6391 6100 if there is no result after 2 weeks.
  1. Kindly ensure that all forms are duly signed and completed by applicant and local sponsor. Any incomplete forms or documents may result in the application being rejected or the processing time being delayed. Applicant and local sponsor will have to furnish additional information and documents whenever necessary.
  2. Each application for a Professional Visit Pass will be considered on its own merits.
  3. The foreign artistes should surrender their valid Professional Visit Passes for cancellation within 7 days from the date of cessation or termination of their performances.
  4. ICA may share your personal information with other Government agencies to process any applications you have made or to render you a service, so as to serve you in a most efficient and effective way, unless such sharing is prohibited by legislation.
BUSINESS VISA
 
Eligibility
Foreigners visiting Singapore for the purpose of social visit or to attend short business negotiations and discussions who require a longer stay.
 
Fees
S$40 for any extension of pass accumulating to a period of 3 months or more from the date of entry/issue and for every subsequent extension accumulating to 3 months or more.
 
The fee for a visa is S$20 per issue where applicable.
Payments are to be made by NETS or CashCard.
 
Security Deposit
When applicable, a security deposit may be required from the local sponsor. Upon approval of the application, ICA will advise whether the security deposit should be in the form of a Banker's Guarantee or Cashier's Order.
 
Note:
  1. Photograph is required only for applications of social visit pass with total validity of 6 months or more.
  2. Medical check-up is required for all applications of social visit pass of 6 months or more. This is a requirement by Ministry of Health. Applicant would only be informed of the need to go for medical check-up if approval is granted. In the meantime, a 2-month extension of stay would be granted to the applicant to complete the medical examination. (The above requirement is not applicable to an applicant below 15 years old).
  3. A local sponsor (i.e. a Singapore registered corporation / Singapore Citizen / Singapore Permanent Resident who is above 21 years old) must support applications for extension of social visit passes (applicable to non-Malaysians).
  4. Complete set of Application Form consisting of Form 14 and V39I.
  5. Please note that all original documents must be presented for verification. Official translation of the documents is required if they are not in the English language.
  6. Please ensure that all forms are duly completed and signed by the applicant and local sponsor. Applications with incomplete forms or documents will NOT be accepted for processing.
  7. Applicant and local sponsor will have to furnish additional documents and information whenever necessary.
  8. The application can be submitted by either the applicant or the local sponsor. All female applicants between 15 and 45 years old must be present to declare whether she is pregnant at the time of submission.
  9. ICA may share your personal information with other Government agencies to process any applications you have made or to render you a service, so as to serve you in a most efficient and effective way, unless such sharing is prohibited by legislation.
STUDENT VISA
 
Eligibility
Any foreigner wishing to pursue full-time studies in Singapore in an institution that:
  1. is registered with the Ministry of Education (MOE); or
  2. is not required to register by MOE; and has obtained permission from the Commissioner Immigration & Checkpoints Authority to accept foreign students; or
  3. is licensed by Ministry of Community Development and Sports (MCDS) to operate as a Childcare centre to conduct Kindergarten courses.
A foreigner is exempted from applying for a Student's Pass if he/she is a:
  1. Dependant's Pass holder studying in Government/ Government-Aided/ Independent school, Foreign System School, Kindergarten registered with Ministry of Education or Childcare centre licensed by Ministry of Community and Sports to conduct Kindergarten courses;
  2. Immigration Exemption Order holder; and
  3. Visitor who has been granted a short term Social Visit Pass at the Singapore Checkpoint and wish to attend a short course that can be completed within the validity of the initial Social Visit Pass granted to him,/her at the Singapore Checkpoint or 30 days, whichever is shorter.
It must satisfy two other criteria, that is, the course:
 
Must be a complete module and stand-alone module of its own. Courses with multiple programme modules are excluded from this Student's Pass exemption scheme; and
 
Must not involve hands-on practical occupational training and/or industrial attachment which have interaction with walk-in customers or be conducted at premises that are also places of business, e.g. hair salons and beauty salons.
 
a) Kindergartens
 
Basic Requirement
To apply for a Student's Pass, applicant must first be accepted by an approved Private Education Organisation or / Kindergartens registered with Ministry of Education or Childcare centre licensed by Ministry of Community Development and Sports to conduct Kindergarten courses to pursue an approved full-time course.
 
Local Sponsor
A local sponsor is required for the application for a Student's Pass and applicant is required to submit the application through the local sponsor. Applicant's nominated local sponsor must be a Singapore Citizen/Singapore Permanent Resident above the age of 21 years old or the educational institution where applicant intends to study.
 
Submission of Application
The Student's Pass application must be submitted at least two months and not more than six months from the course commencement date. The completed application form, together with the required documents, can be submitted through the following ways:

Note: If applicant is a People's Republic of China (PRC) national who wishes to pursue a language, commercial, vocational or fine arts course at private education organisations in Singapore, with the exception of a university degree (graduate or post-graduate) programme, applicant is required to submit the new Student's Pass application through the Singapore Embassy in Beijing. Please note that applications will not be accepted at the Visitor Services Centre, ICA. The Student's Pass application can be submitted to:

PRC nationals who are pursuing a university degree (for both the Graduate or Post-Graduate) program in a private education organisation can submit their Student's Pass applications directly to the Visitor Services Centre.
 
Security Deposit
Where applicable, a security deposit may be required from the local sponsor upon approval of the application. The amount of security deposit can be seen in the table below:

Foreign Students who are studying in Kindergartens registered with Ministry of Education, Childcare centres licensed by Ministry of Community Development and Sports to conduct Kindergarten courses, or doing an university degree (both Graduate or Post Graduate) program in a private education organisation may be exempted from the requirement of security deposit.
 
b) Foreign System Schools
 
Basic Requirement
 
To apply for a Student's Pass, applicant must first be accepted by a Foreign System School to pursue an approved full-time course.

To apply for a Student's Pass, applicant must first be accepted by an Institute of Higher Learning.
 
The Institutes of Higher Learning include National University of Singapore, Nanyang Technological University, Singapore Management University, Singapore Polytechnic, Ngee Ann Polytechnic, Nanyang Polytechnic, Temasek Polytechnic, Republic Polytechnic, INSEAD (Singapore) and University of Chicago Graduate School of Business (Singapore).
 
Local Sponsor
A local sponsor is not required for the application for a Student's Pass unless the applicant is taking a non-diploma/degree course.
 
The local sponsor must be a Singapore Citizen/Singapore Permanent Resident above the age of 21 years old or the Institute of Higher Learning where applicant intends to study.
 
Submission of Application
The application for a Student's Pass must be submitted at least two months before the course commencement date.
